The Augar Review explained

The findings of the long awaited Review of Post-18 Education and Funding, more commonly known as the Augar Review after its chair Philip Augar, were published in May 2019.
Many headlines focused on the proposed tuition fee cut from £9,250 to £7,500, but did you know the report contains a total of 56 recommendations, designed to be implemented as a package. The panel also gave a great deal of focus to promoting and funding further education, highlighting the disparity between the 50% of young people attending higher education and the other 50% who do not.
